Now, to be perfectly clear, the retail key is tied to that specific computer. It cannot be used on another. Yes, you can re-install the retail version of windows with a retail key (or OEM) and a new license. But you have to delete the old retail license and then re-install the new retail version of windows, and then activate that. You cannot use the retail version of windows with an OEM and re-activate that. You must have a new license.
As far as an OEM activation is concerned, it is tied to the motherboard. If you install a retail version of windows and delete it, then install an OEM, you need to re-activate the OEM activation and then re-activate the new OEM activation, and then activate that license using the OEM product key. Any license you install with is tied to that machine.
As long as you have the install disk for the license you have is activated on the machine you are installing to, you can install the retail version of windows and activate it. Once activated, any retail key you install with is tied to that machine. So if you have retail install and delete that, and install OEM, and then activate your new license with, the new OEM will be tied to that machine.
